The short version
Foundation is pigment suspended in a base, most often an oil and water emulsion. Pigments such as titanium dioxide, iron oxides or mica are dispersed in the water phase. A warmed oil phase is stirred in, and the emulsion is cooled with agitation. Fragrance goes in during cooling. Sheer foundation has the least pigment and full coverage the most.
-
Disperse the pigments
Titanium dioxide, zinc oxide, mica and iron oxides are milled into the water phase until the particles break up and spread evenly. This pigment dispersion sets the color of the batch.
-
Warm the oil phase
Oils, emollients and emulsifiers are heated together in a separate vessel until they flow. Oil and emollient bases are the oldest kind of foundation, and water emulsions came after World War II.
Goes in -
Emulsify the two phases
The warm oil phase is added to the pigment dispersion with constant stirring. Emulsifiers keep the oil and water from separating, and they were the breakthrough behind modern liquid foundation.
-
Cool and add fragrance
The mixture is cooled while being stirred, and fragrance goes in once the batch is warm rather than hot. Stirring carries on until it reaches room temperature.
Goes in -
Match the shade
The batch color is compared with the target shade, because the amount of pigment decides both color and coverage. Sheer foundation holds 8 to 13 percent pigment and light coverage 13 to 18 percent.
-
Fill the bottle
The finished foundation is filled into bottles, tubes or compact pans.

Worth repeating
- The first commercial foundation was Max Factor's Pan-Cake, developed for use in film.
- Max Factor created Flexible Greasepaint in 1914, which reflected the lighting on movie sets better than earlier makeup.
- Professional stage foundation can hold up to 50 percent pigment.
